The Woolf Report and the Claims Process in the Nineties.

Lord Woolf had the unenviable task of reviewing the British justice system and the judicial claims system which was deemed by many to be too complex, expensive and slow in its administration to say the least.

The reforms concluded that claims case management in the judicial system could be improved and speeded up by dividing them into ‘tracks’ depending on the financial levels of the claims involved. The Fast Track was one of the most important claims tracks implemented and one of the most important developments in the whole claims process.

Claims between five thousand pounds and fifteen thousand pounds were restricted to a thirty day pre-trial period an only one day in court. This simply meant and rightly so that most of the work had to be done and completed before the trial.

Another noticeable improvement to the claims administration was the requirement for all parties in the claims process to disclose important information to each other. This essentially meant that many thousands of claims cases would not actually even need to see the court room as the claims could be settled outside.
